Annual Country Reports

On an annual basis the on-going monitoring of policy measures and information is complemented by a country report produced for each of the 33 individual countries monitored by the network of expert innovation policy correspondents.  A 'country group' report is produced for the three rest-of-the-world zones.  These reports highlight innovation policy trends and priorities and in the case of the EU Member States will increasingly serve to appraise progress towards the relevant Lisbon objectives aimed at improving innovation performance across the EU.

European Innovation Scoreboard

The "European Innovation Scoreboard" is the main statistical tool of the "European TrendChart on Innovation". It is developed by the European Commission as requested by the Lisbon Council in March 2000. An Annual European Innovation Scoreboard has been produced since 2001 providing an invaluable reference point for innovation policy makers and analysts across Europe.

The "European Innovation Scoreboard" brings together a set of commented indicators under four categories:

  • Human resources
  • Creation of new knowledge
  • Transmission and application of knowledge
  • Innovation finance, outputs and markets

It allows relative strengths and weaknesses of the innovation performances of the EU Member States to be assessed and, for a limited number of indicators for which comparable statistical data is available, to contrast the performances of the European Union with those of the United States and Japan.

 

TrendChart workshops

These events draw on the activities of the policy monitoring network in order to go a step further in comparing and analysing innovation policies and support schemes of the Member States. The workshops provide policy makers with the opportunity to embark on "intelligent benchmarking", taking into account the diversity of approaches and the differences in national context. Together with the National Innovation Policy Database and the "European Innovation Scoreboard" the workshops build a comprehensive picture of innovation policies across Europe and implements the "open co-ordination approach" laid down by the Lisbon Council in 2000. The ultimate aim of the TrendChart is to enhance transnational policy learning and the overall coherence of innovation policies in Europe. The workshop organisers directly pursue this aim using input from the two main TrendChart products mentioned above. 

 European Innovation Progress Report 2006

The European Innovation Progress Report 2006 provides a summary of the European Innovation Scoreboard results for 2005 and identifies key challenges for innovation policy makers based on the EIS results and the country reporting of the policy monitoring network. It then appraises how well national governments respond to these challenges by introducing or adapting appropriate policy measures. The Report also comments on different innovation governance structures and highlights examples of good practice. A set of country briefs analysing the key national innovation challenges and policy responses completes the overview of the progress made in European innovation policy in the past year.


 Innobarometer 2004

The Innobarometer 2004 aims at characterising public support measures/programmes to innovation from the business perspective. 4,500 European managers (firms with 20-500 employees) were interviewed in September-October 2004. The survey includes the 25 Member States and covers innovative firms only. The Innobarometer 2004 is presented together with a special report of the European Innovation Scoreboard to link with the Innovation performance of Member States and Associated Countries.
